Paraguay Launches HFC Reduction Plan Under Kigali Amendment

Paraguay’s Ministry of Environment and Sustainable Development (MADES) has launched the “Kigali Amendment Implementation Plan for HFCs in Paraguay,” KIP Stage I, to support climate change mitigation and the country’s international environmental commitments.

The HFC reduction plan is part of the Montreal Protocol and its Kigali Amendment. It aims to progressively reduce consumption of hydrofluorocarbon (HFC) refrigerants with high global warming potential by 85% by 2040.

The initiative is coordinated by MADES through its General Directorate of Air and Ozone Department, with support from the United Nations Development Programme (UNDP). Priority areas include refrigeration and air conditioning, with a focus on transition to cleaner and more efficient technologies.

Planned actions include technical training for handling new technologies, strengthening and updating the regulatory framework for greenhouse gas control, and adopting alternatives with low or zero global warming potential (GWP) and high energy efficiency standards.

The plan is also linked to Paraguay’s sectoral climate change mitigation plans for 2030, particularly the IPPU sector, and to the country’s third Nationally Determined Contribution (NDC 3.0).
